He is a co-founder of the Music in the Parks concert

the program and emceeing the concerts for that time.

• The Genesee County Historical Society
• The Justice Caucus of the Michigan Democratic Party

A life member of the Michigan and National Education Associations,
in which he held several positions while an active teacher, including
NEA Resolutions Committee and MEA-Pac Council and Board of Governors
for several years.
Jack also served for some time as a Gubernatorial appointee to the Michigan
Higher Education Assistance Authority and the State Officers Compensation
Commission.
He was a founding member of the Genesee Recycling Coalition
Jack also formerly served on:

Jack was a strong advocate for passage of our Open Housing ordinances
and for creation of the Human Relations Commission
He joined the sit-in on the City Hall lawn (many nights) and was active
in many marches in the ‘60’s in support of the Civil
Rights movement.
He worked with the United Farm Workers & the Latino Community
to gain worker and civil rights for farm laborers – including
leading the grape boycott in the area.
He fought tirelessly for the Equal Rights Amendment
– and brought about some major non-gender discrimination changes
in the community.
He introduced an amendment to include ‘sexual orientation’
in our non-discrimination ordinances – and got it passed unanimously
by the City Council. He has actively supported equal rights for all
in a number of statewide ballot questions, and spoke out against limits
on those rights on the floor of the House of Representatives.

Elected to the Flint City Council in 1983, Jack served
for 15 years, including two terms as President of the Council and three
terms as Vice-President, and several terms as Chair of the Government
Operations Committee.
He represented the City Council on the Boards of the
• Brownfield Development Authority
• Economic Development Corporation,
• The Growth Alliance
• The Tax Increment Finance Authority
He also served as City Council liaison in the creation of the Bishop
Airport Authority and served as Council Representative on the
joint City/County Water Study Committee.
Active in the Michigan Municipal League and the National
League of Cities (NLC), he was a member of the NLC’s
Environment and Energy Committee and of its International Consortium.
He served as Vice President and President-elect of the National Democratic
Municipal Officials.
He was an active supporter and member of the Sister Cities Organization.
He served for several years as a member & officer of the State
Central Committee of the Michigan Democratic Party, and in
2009 became the Chair of the Genesee County Democratic Party.
Jack was first elected to the Michigan House of Representatives
in November of 1998.
He was re-elected to the House in 2000 and 2002, and served as Minority
Vice-Chair of Employment Relations, Training and Safety Committee,
as a member of the Tax Policy Committee, the Local
Government Committee and the Civil Law and Judiciary
Committee. Rep. Minore served one term as Assistant Minority
Floor Leader and one term as Assistant Leader of the House Democratic
Caucus.

Jack served as a classroom teacher for 31 years, teaching
every level from elementary through college.
Much of his career was as a special education teacher
at Whaley Children’s Center, a residential treatment center for
emotionally impaired children.
From 1993 to 1998, he served as the Executive Director of the
Genesee County Bar Association—responsible for overseeing
budget, personnel, publications and office management—as well
as directing the Bar’s Lawyer Referral Service.
He was an active member and served as secretary of the Michigan
Association of Bar Executives.
He served as State Representative of the 49th House
District from 1999 through 2004 – leaving that position because
of term limits.
Early in 2005 he became the interim Executive Director of the Flint
River Watershed Coalition, and served there through June of
2006 – when he returned to his seat on the Board of Directors.
In
2007 he did some part-time work in Public Affairs for Planned Parenthood
of East Central Michigan.
Since
late fall of 2007, he has served as the interim Legislative Director
of the Michigan State AFL-CIO–a position from which he retires
at the end of June, this year.
As a teacher:
• Member of the United Teachers of Flint
• Delegate for 25 years to the MEA and NEA Representative Assemblies
• Member of the National Education Association Resolutions Committee,

City elected officials are NOT part of any municipal pension plan. Jack
does NOT receive any city pension. Although legislators at one time received
a state pension, legislators elected AFTER term limits went into effect
have NO pension. Therefore, Jack does NOT receive a state pension.
Jack Minore's ONLY pension is a modest teacher pension after 31 years
in education.
In addition, although Jack was eligible for City health care coverage,
he did not ever take that ‘perk.’
While Jack was (and still is) eligible for health care coverage from the
state, he has never taken any health care coverage from any elected position.
The ONLY health care coverage he receives is from 31+ years of teaching
(and medicare).

During the years Jack held public office, he generously gave money to
many community agencies and organizations, most notably to Music in
the Parks and to other music groups that brought free concerts to the
community.
Jack contributed regularly to other groups in the city, specifically
in the 7th ward.

A Flint native, Jack attended Garfield Elementary, Emerson Junior High,
Flint Northern High School and Flint Junior College (now Mott Community
College).
He received a Bachelor in Arts from the University of Michigan-Flint,
and a Masters in Special Education from Eastern Michigan University.
He has also done extensive post-masters work at UM, MSU and Oakland
Universities.

I
have been blessed with a wonderful family—four grown children
and their families. They grew up virtually in the shadow of Flint Central
where we first bought a house in the mid-sixties. All four children
attended Walker School, Whittier and/or Flint Open Junior High; and
all four graduated from Flint Central. The boys were active in Central
sports, and Jennifer was an avid dancer with the Flint School of Performing
Arts and Ballet Michigan–both at the FIM. Jeff and his family
live in East Grand Rapids; Eric and his family in Flint Township; Steffan
and his family in Clio; and Jennifer and her husband in Oakland CA.
All were active in various activities as kids–and have maintained
many or those interests into adulthood. Two of the kids are Spartans,
and two graduated from the University of Michigan.
I have seven ‘natural’ grandchildren—and four additional
ones that I gained from a previous marriage of a daughter-in-law. They
range from 1 to 25 years of age, and make Christmas Eve Dinner at my
house a joyous —and very crowded experience. (And, yes, I personally
cook for about 22-25 at least for that one dinner each year!)
All of the children and their spouses—as well as the older grandkids
have joined me from time to time on various bicycling excursions, summer
camping trips, and various other outings. Though divorced, their Mother
and I have a solid and friendly relationship—and especially so
where the children and grand-children are concerned.
Except for a couple of years while in college, I have lived in the 7th
Ward since my days at Flint Junior College—when I had an apartment
on Avon and Second Street. I’ve been a property owner and tax-payer
in the ward for over 40 years. After living on Avon, and then on Manning
Court, I’ve been in my current home on Commonwealth Avenue since
1998. My roots and my commitment to the area run deep!
After my family, I count my varied career as a special blessing. I enjoyed
a variety of jobs that brought great personal satisfaction and allowed
me to make real contributions to children, to the community and to the
environment—as well as to the organizations for whom I’ve
worked.
